Influence is exactly what it says on the tin: How much power your side has. Influence determines Victory through control over territories and theaters, and can be gained and lost through a variety of means, principally policies and military operations.

There are three grades of Influence:

  • 0-2, which means you hold no sway over the territory.
  • 3-4, which stands for Control.
  • 5, which is Domination.

In general, you want to steer towards domination where possible, although the goal first and foremost is reducing the enemy's influence, so that they can't get at the VPs.
